What is Community Participation Support?

Community Participation Support (CPS) is more than just a place to go during the day—it’s a pathway to a more inclusive life. At East Penn Human Services, we believe that everyone has a unique contribution to make to our local community.

Our program is designed to help individuals with intellectual and developmental disabilities spend their time in a way that is productive, social, and personally fulfilling, primarily in non-disability-specific settings.


Our Core CPS Activities

We focus on three main pillars of community life:

  • Social Connection: Joining local clubs, attending community events at the PPL Center or local parks, and building genuine friendships with neighbors.

  • Volunteerism & Contribution: Partnering with local Lehigh Valley nonprofits to give back. Whether it’s animal shelters, food banks, or community gardens, we help individuals find roles where they feel valued.

  • Skill Building in Action: Practicing “soft skills” like communication, time management, and safety in real-world environments like libraries, markets, and transit centers.


A Person-Centered Schedule

We don’t do “group tours.” We do personal journeys.

  • Small Group Sizes: To ensure meaningful engagement and safety.

  • Interest-Based Planning: If an individual loves art, we find local galleries. If they love sports, we find local teams.

  • Transition to Employment: For those interested in working, CPS serves as a vital training ground for the social and professional skills needed for future jobs.


Waiver Eligibility

Our CPS program is available through:

  • Consolidated Waiver

  • Community Living Waiver

  • P/FDS (Person/Family Directed Support) Waiver
